Okay so for those of you who don't know, Jean is a mutant. She has exceptional telepathic and telekinetic abilities as a result of this. The telekinetic stuff can be used to move objects, make her fly, displace things, etc. It can do a lot but because it's really no different than most people's magic (just able to be used for more fine-tuning things) I'm not going to go in extensive detail about that - instead, I'm going to go into more detail about different things her telepathy can do.
Forward Note: None of Jean's telepathic abilities appear to be limited by distance.Telekinetic abilities are more up in the air for this, noted below. As long as she can get a fix on a person's mind, she can have a conversation with or even mind control them from full on the other side of the planet. The only one of these abilities distance is relative too is the first level: she only appears to pick up surface thoughts from people in the direct vicinity of her physically.
These are the descriptions of all her powers which are permission-post worthy. Unless you reply to this post, I'll be relying on the system for them I describe up there! Reply if you specifically want me to not use some powers or be universally allowed to use others or whatever, tell me here!!
Even if your character has no IC justification to resist the telepathic powers, I can either steer things to not head in that direction, not tag you, or worst comes to worst say that the 50% limit of the barrier is interfering with her powers if any of the above make you uncomfortable.
Endnote: These powers also do not include Jean's powers in relation to the Phoenix. Using the Phoenix powers, Jean is significantly more powerful and capable of feats of Deus ex Machina such as literally flying to Heaven, surviving in the vacuum of space, raising the dead, and reversing the flow of time. From the canon point I'm taking her from she does not use the Phoenix powers and has not since Ultimatum. I'm assuming intentional for this in relation to out-of-barrier things and assuming in-barrier her 50% nixes all the Phoenix stuff.

Basic Mind Reading: Unless you have mental defenses (Xavier, Wolverine), technological blocks (Magneto), or some sort of genetic predisposition to not be mind read Jean can often easily pick up surface level thoughts. She doesn't seem to need to try particularly hard for this, she simply "hears" or "sees" (because she's picked up visual representations before, she notes in Ultimate Spider-Man a lot of men imagine her naked and she's just gotten used to that) people's thoughts with only the slightest bit of intentionality.
--> What this means for RP is that I would find it incredibly helpful that unless your character is one of those who won't give her surface thoughts, you throw me a bone about those in tags - or at least, important ones. She usually doesn't mention all these but has been known to react to things that stand out.
Advanced Mind Reading: That is, parsing through people's minds to see memories, find information, dig out inner thoughts and hopes and dreams, or all sorts of things. This does not appear to be difficult for Jean, but it is something that she often does not do without people's permission. It also seems to be something she needs to focus on, so often she doesn't immediately do it in a battlefield situation. Basically, this is mind reading invasively instead of passively.
--> Unless you're a bad guy or she's panicking for some reason in RP Jean will almost always ask for IC permission before doing this, because it is stressful usually on both the person and her. And, naturally, I will always ask for OOC permission before doing this.
Speaking With Telepathy: I think the title basically speaks for itself. Jean projects thoughts which are interpreted as speech or more rarely images to the receiver and then she picks up the receiver's surface thoughts back, effectively making for a brain-conversation.
--> Because this is non-invasive for RP unless you tell me otherwise I'll just assume Jean can at least try to initiate psychic conversation. It's actually been implied a few times she finds "speaking" like this to be more natural than vocal speech, so this'll come up a lot I bet. So seeking permissions to do it would be a hassle, so simply tell me if she can't.
Sharing Senses: Jean telepathically links herself or links two other people or links multiple people to see, hear, smell, feel, or taste the same things. This can be used to sense through other people's eyes, make sure a whole party is literally seeing the same thing, or invasively to, for example, make a torturer feel the pain that he's inflicted on his victims.
--> In terms of RP things I'll ask for OOC permission before doing things like this because it's sort of an invasive technique.
Telepathically Utilizing Skills: This is used a lot by both Jean and Xavier in the course of the series. With or without permission, Jean taps into the mind of someone who has technical skills and performs a specialist action as if they were the person. Usually, in the series itself this is used for surgeries or low-end doctoring when the X-Men don't want to or can't bring their patients to an actual hospital, but in theory it could be used for any sort of specialty skill.
--> In RP I will always ask for at least OOC permission before Jean uses this ability, if she ever feels the need to. In a place like Luceti, she would also probably ask for permission anyway, unless it was a time-sensitive emergency.
Sharing Memories: Sort of a sub-set of mind reading, this is Jean using herself as a conduit to have other people see the memories of another person. This can be used in what is mostly a passive sense (allowing for everyone to be on the same page information wise) or a more aggressive sense (forcing Nick Fury's memories of how mutants are artificially created into Magneto's head). She could, of course, also share her own memories with other people in the same fashion. Basically, this technique allows people to "remember" (or see in their minds eye) things that they've never encountered personally.
--> In RP terms because this requires two or more people aside from Jean unless she's sharing her own memories it'll require OOC communication anyway. So I'll always ask for permission.
Interacting in Dreamscapes: Usually used in canon as a means of making out with Scott inside his own head or making a private space for conversation, Jean basically uses the same theory as conversing with telepathy to dive into people's minds and make them hallucinate a dream-like space where they converse with Jean one on one or as a group in a sort of dream-conference. While in the dream they can have sensory reactions (hence, dream make outs) and Jean can also probe their mind to play back some of their memories as well. However, because it is (usually) their dream, the other person controls the nuance details Jean isn't actively controlling (for example, Kurt imagined her in a bikini).
--> Because even Jean seems to think of this as being a close contact, unless it's an emergency (as with Kurt, to circumvent his language barrier) in RP Jean will probably ask for IC permission herself before doing things like this. Additionally, I will always ask for OOC permission for this.
Basic Mind Control: Convincing people to think things they wouldn't normally think, making perception filters to render others effectively invisible, making people see or hear things which might not be there, making other people speak for Jean, or other things which are roughly the equivalent of a jedi mind trick. A canon example include convincing security guards that the X-Men aren't there so that they can sneak into a facility.
--> Jean actually uses this alarmingly often in canon. If/when it comes up in RP I'll ask for OOC permission for it and explain what is going on. At this level, though, it'll most likely just be some light incidental thing.
Advanced Mind Control: Making people see and hear full blown illusions of things not there which they might even be able to have conversations with, manipulating people's memories severely or for extended periods of time, changing people's minds severely to win them over to your side, literally controlling people's actions or thoughts, manipulating people's emotions, or other things which are generally sort of creepy like that. A canon example includes Jean convincing a small neighborhood that she had lived there for three years and even implanting a series of fake memories they had lived out with her during that time when she had only actually been there for three months.
--> While Xavier uses this more often than Jean does, Jean does use this when she deems it necessary and almost never with permission. Because this is severely invasive and something which is a plot in and of itself, I will always ask for OOC permission for this in RP when mind control at this level comes into play.
Erasing Memories: While mind control sort of covers this as well, I figured I should give it a different bullet point. In addition to manipulating people's memories or planting false ones in there, Jean can also flat out erase people's memories. This can be done in broad strokes (forgetting an event even happened in the first place) or in more subtle ways (remembering an event, but forgetting that a certain person was at the event).
--> As with both of the stages of mind control, while Jean won't ask for permission for this unless it's a "might be for your own good" thing, I'll personally always ask for OOC permission for this.
Switching Minds: ...Random, I know. But it was shown in acrackarc of Ultimate Spider-Man that Jean apparently has the power to make Peter and Logan switch minds. It's unclear if she actually did this or just brainwashed them to think they were each other, but either way it happened.
--> ...Yeah if this ever comes up in RP I'll. Ask. Jean does it in canon to punish Logan so she might someday do it as a petty punishment but seriously this would be a whole plot in and of itself.
Being in Two Places at Once: This is most like brainwashing or a combination of brainwashing and long-range telekinesis but the point is while being physically in one location, Jean has convinced larges groups of people that she's also in a different one. It's unclear which is the case, but she's either mind controlled Nick Fury and SHIELD or the rest of the world.
--> ...This is another one of those that if it comes up as a thing in RP I'll make sure other people know. I'm not sure when/if it ever will though.
